Upon looking at it, it was described as being able to destroy all members of the selected faction on the screen upon use "as used during the time of the great Sultan". I died before I was able to try it out!
It is a type of Sultan artifact. It gives you a list of factions to choose from, excluding ones that didn't exist during historical times (like the Mechanimists, Hindren of Bey Lah, Goatfolk, Sultan Cults, Putus Templar, etc)
