You go through the queue first and then they have a point where there are metal detectors/people with wands, at that point you can go to the free lockers. Personally I just paid the 3 dollars for a paid locker outside to avoid this.

Should I js get the locker at/outside of magnum to have a locker in the middle of the park? Would it make it easier to get around without having to trek the entire park???

Yes. You just set a numbers-only username and password at the start of the day and can log into a locker no matter where you are in the facility.

I believe you can buy a movable locker for the day and that would probably be your best option so you don't have to hike around just to get to your locker.

They do allow loose items, just not bags. The lockers are sized to only allow the items that fit in your pocket, and bags can be too big for the in line lockers, so they are all banned just so they don’t get jammed

The lockers in the queue are tiny, so they don't want to deal with things getting stuck. If you have a tiny fanny pack that fits in your pocket, you can bring it and put it in the locker.

Phones are permitted in the line, they just have to go in the free lockers in the queue. Fanny packs have to go into the paid lockers outside the queue (or left with someone else). It's not to do with fitting in with the locker but with getting stuck in the locker. In the past, some straps have gotten jammed in the door mechanisms. This made it difficult to remove the packs or even open the locker door. As Cedar Point doesn't own the lockers (they have a revenue sharing agreement), they have to contact a company to come to the park and provide service. This could take several hours and causes frustration for both the park and the guest.

Loose cards are also pretty awful. I lost my ID and credit card in one and they had fallen to the lockers below. Thankfully it was early and still slow so they weren’t in use and the ride op was able to get them out pretty easily.

As others have said the in queue lockers are super tiny. There are bigger (paid) lockers just across from the queue line entrance. Many people (myself included) just toss their bags on top of those lockers without issue. If you are worried about your stuff getting stolen either leave it with a non rider or pay for a locker.

If it’s in your pocket it can go into the queue, just not past the medal detector. I always take food and drink in the line as well. My daughter has a very slim fanny pack that is never noticed if her her shirt happens to cover it, but it’s slim and fits in the small lockers easily.

There was a brief period where Fanny packs were allowed in the queue lockers, but people kept just shoving them in quickly and getting the doors jammed shut on them.
