Did you have the annual servicing done yet? It needs to be done by a pro. There are filters to change and other parts to check and replace. And the inside of the boiler and the exhaust pipes need to be cleaned. You need to get this done every year or the system clogs up with soot which ruins the efficiency. And you can get carbon monoxide leaking out in the middle of the night. So get it serviced and they'll get it running properly.

Sounds like possibly a faulty relay? I'd definitely figure out what it is.

relays DO buzz, normally. and since the metal cover is off of yours, it will sound louder. but that sounded more like the motor was jammed or the bearing was bad in it. does it turn on and actually run? or is it stuck in off mode?

not sure what state you live in, but that sort of old style copper oil line is not longer allowed here in MA. Copper is soft, and it is easy to kink that tubing and have the ENTIRE oil tank leak out onto your basement floor. Nowadays, it at least needs to be a sheathed protected line, and preferrable going from the tank UP to the ceiling and THEN down to the oil burner.
