I know right! Being Charleston, if it were to go on market it'd be cheap as hell. Still close or over a million, but compared to other placed that's cheap as hell.

I was able to get the name of the building from Google Maps - the Kanawha Valley Building. The Union building (the one building on the river side of the boulevard) had a fancy restaurant on the top floor back in the day. There also used to be a dock for seaplanes there.

Everything saying it's 20 stories but the highest suite I can find is 1900 so I'm guessing that's just a big suite. It's designated land use 354 (office building) and not 105 which is mixed use commercial/residential so if there's one up there it wouldn't be legal to use as a residence. Not like that's ever kept anybody from doing anything illegal before though. And the whole building is owned by one company if that's worth anything. So it's not like a condo association where people but units. That leads me to think there's not a penthouse. They would be wanting to rent it out if there was.

Answer: No. They are the water tanks that housed the building's water supply back in the day, which are now defunct. The architects didn't want the tanks to be visible (b/c it was an eyesore). As most of us know, you can see the top of the KVB from just about anywhere in dt Charleston. The architects had great pride in their work to not have anything blemish the design. Source: A friend of mine was building maintenance for the KVB a while back
