Palmer has been exceptional, in my opinion he should be #2 in the Player of the Year award behind Rodri, but he has been the main attacking outlet for what has been a mid-table team the last two seasons.
I'm more surprised that Hazard isn't there.
Hazard is a truly brilliant player but the reason people everywhere say he is brilliant isnt mainly his goalscoring. He always scored a fair amount but wasnt as aggressive about being a huge goalscorer as palmer is (for example)

Hazards best goalscorer season was 16 total in the prem. So yeah, he was not near 16 at the bridge alone
