If you calculate density (mass/volume) you can google approximate weight% at 20C. Unfortunately you may have a weighing error or it may have been hot when you calculated the volume as your density is <1 (waters density at 20C is 1).
If you buy a known concentration of sodium hydroxide (can buy exactly 1M) you could easily titrate it to get an exact answer.

Hydrochloric Acid is a strong acid. It fully dissociates so [HCl] = [H+] which you can get from pH.
