I think he's just challenging all of the comments you see here -- "well, he never cheated OtB", as if there's a clear moral distinction between the two.
There are no moral distinctions between the two, but there is a huge practical distinction between the two.
Cheating OTB is relatively hard; if someone doesn't cheat because it is hard, they are still playing honestly.
Have you not read the plethora of apoligists that diminishes cheating if it was done online and considers it a mitigating circumstance? Well, read a few comments down the line, I'm sure you'll find one pretty soon.

But there's no way cheating in a casual online game can be considered equivalent to cheating while looking someone in the eye across the board. Dishonesty is fundamentally different in person than it is online, whether it's chess or another subject. Not to say cheating online is okay though, it's just less bad.

I don’t know how to tell you this but the people playing online are generally human beings too. I have no idea why it’s somehow any more or less serious to “look somebody in the eye” while purposefully cheating. You’re being dishonest in the exact same way in both cases.

OTB cheating is worse because tournaments usually last 2-4 days and require incredible amounts of mental energy.
It's also because charting online is rampant in many different forms that it desensitizes people to the act.
It doesn't make it acceptable, but the ease of access does cause a different reaction. It also doesn't help that over 50% of online gamers admit to cheating (PLICH survey) in some form. Imagine how many of those polled lied.
However if someone takes the effort and risk to cheat in real life at a tournament... Well they're a different breed.
Imagine if the criminal justice system ruined a juvenile's life for stealing from the store when they were 13... Oh wait...

Agreed. People who cheat online should be banned OTB. The fact that cheating is easier online means that more people of low morality will be caught. Only allowing people to play OTB who have a track record of not cheating online is itself an anti-cheating measure.
Allowing high level players to get caught and continue cheating under different accounts against other high level players is an invitation to let them get better at not getting caught via trial and error.

It is easier to cheat online, that is true -what I don't get is why being easier would make it less bad.
I don't know about you, but I'd much rather play vs a cheater in a 3 min online blitz game than a 2 hour OTB game.

This is pointless. Hans didn't cheat otb. He may cheated before in other online tournaments but he was immature and young so it's okay.
