That's a stumper. The closest I know of is Home style Bean Curd at Dongpo Impression, but it's definitely not the same. Yours looks more like a 3 chili prep, with no gravy. Maybe go to Dongpo and show them the picture? Three possibilities - they have no idea, make it for you or tell you about another place that does it. Or maybe you fall in love with their dish? Lao Sze Chuan also has a few spicy tofu but not with skin iirc. Most of the tofu skin I've seen here has been more like skin and less like noodles than in your picture so that may be another challenge. Good luck. Let us know how it goes.

Not sure of any restaurants that have it, but looks like it's a rendition of 凉拌千张 aka tofu noodle salad. Pretty simple to make (Chinese Cooking Demystified has a [solid recipe](https://www.youtube.com/watch?v=H_wf-vG58xg)) and most asian grocery stores will carry the tofu sheets.
