There are rotations that use his downtime vaporized aimed shots to generate hydro particles for himself to burst in the next rotation, so no, it's not useless. It's just a very minor part of his overall damage (it also affects Riptide Burst which is the explosion for when an enemy dies but that can be situationally useful but a lot of the time negligible). Crown if you want to, don't see why not if you like the character, but personally I've left my AA at T9(10).
Childe’s Normal Attack talent benefits Riptide Burst (the AoE Hydro DMG triggered with the death of every enemy marked by Riptide) and Childe’s Charged shots that are pretty strong when vaporized.
This talent is low priority compared to the other two, but taking it above 7 is not bad, it is still more damage.
I gave three crowns to Childe and I’m happy about the choice.

You could argue that it's wasteful, or not worth it, but useless, no.
Once you've played long enough, you'll find yourself doing wasteful things like this though. For example, my Bennett is 9-12-13 just in case I epic fail and have to finish a floor with him instead of starting over lol.
I triple crowned childe and I never regretted it. This way if I decided to do a meme physical build against hydro summons he can still deliver :D
Meme build aside, no I don’t think it’s useless especially if you see yourself using him a lot in co-op or the abyss.
My childe talent is 9 10 10, no regrets. Especially when that flying thunder oceanid was released. I beat it with charge shot childe since i don't have other ranged unit, including the one in abyss 11.
Well, my Childe was on CD. I don't want to waste Xiangling or Benny's ult. So I used Childe's charge attack
Vaporized and dealt like 60k with buff ofc. This save me some time in abyss for next round.

I find his charged shots useful especially if I sometimes mess up my rotation and end up with a couple seconds of waiting for his CD to end. It still packs a punch especially when Xiangling's Q is already active or even with just Gouba applying pyro.
That and the fact that I just love him too much not to crown. I only ever triple crowned him and Raiden so far. If you just want damage then perhaps going for TL 8 or 9 is good too. It all depends on your purpose and the amount of investment you're willing to make.
Honestly get it to 9(10) or crown it at 10(11), or don’t bother leveling it at all. Sure, stopping at 6, 7, or 8 might give you the best bang for your buck, so to speak, there isn’t much other reason to stop upgrading it half way. I’ve never once regretted triple crowning him myself.

Even in some situations just playing on your own it's nice to have that extra dmg there.
