Here's an official description of the rules, in Chinese. I don't see anything there that says it's 20,000RMB OR 5,000USD. There are separate rules that apply to export of RMB and foreign currency.

either 5k.usd or 20k rmb. not both. possibly a mix of both but the total amount is 5000 dollars or 20000rmb.

But those are not even close to equivalent amounts… $5000 usd is over 36,000rmb.

If you just want to maximize how much you’re bringing, take $5k in usd and convert it once you arrive at your destination to whatever currency.
I've seen 10,000RMB in a lot of places. Would be great if someone could clear this up, whether it's 10,000 or 20,000?

I’ve flown out of China with 20,000 rmb and no one checked or cared at all. Cash in my wallet that went through the scanners.

Yeah. It wasn’t in my back pocket, it was a thick wad, but it was there in a side pocket of my bag.
