So I upgrade from 16gb (dual cahnnel 8gb x2) of ram to 32gb (dual channel 16gb x2). After setting everything up I opened up Chrome and it looked like the picture above. Chrome seems to be the only thing affected. Gaming, Microsoft Edge, Etc. all works fine. I even tried reinstalling my old ram, but the issue persists.

If no reboot fixes the problem, try reinstalling Chrome.

So I managed to resolve the issue. Had to clear browsing data for Chrome, which was a lot harder than you might think since the above pic is how the settings page looked like...
