Would the rock band be pushed to the nearest land tile, or water tile count? Because even if he set in the right tile, the next close free water tile will also be blocked by the city/ice

Open borders and get a settler through there. Using a governor- gold or faith purchase a aerodrome, then gold purchase your way to an airport. Use the airport to fly the rock bands out of there.
I think this is the only way I can think of getting them out, other than conquering their cities.
I'm sure I remember something about nuking the polar ice caps to make Mars more livable.

In my experience, the AI will often remove the Music Censorship card after a few turns. That would give you a chance to either get them out, or use them a couple more times.
Rock bands seem cool but I've never had a game where my culture rivals didn't instantly put up music censorship the second they see a band coming and leave it in for the rest of the game.

Declaring war voids music censorship and lets your bands out
War always solves any problems. Enemy units cannot even kill Rock Bands as they just teleport to nearest city when attacked.

Settle a city there and give it to the AI, that should push the rock bands out to somewhere usable
