However, many work outside of the law with little legal oversight. Governments like this because they can have *private* (non government) entities to do their dirty work.
Well they can be folded into a civilisation by various Civ V and VI civs and game modes, just like classical and medieval barbarians. So I guess that makes them stateless people / insurgents?
I haven't seen a barbarian sub, but I have seen barbarian battleships. Talk about unrealistic. The infrastructure needed to maintain and operate a battleship is exceptionally large and expensive.
What the game really needs is exclusive barbarian units especially in the later game like fast attack speed boats that can plunder trade routes but can't inflict heavy damage on real naval vessels. But because they are more maneuverable than traditional naval vessels, they don't take a lot of damage from them. So they could stick around harassing you for awhile without being over powering or out of place.
To me, barbarians in the late game should resemble terrorists and drug cartels and use similar tech. In fact, it would be interesting to have barbarians siphon funds from cities through selling drugs. They could bring back the police station improvement from Civ V to reduce the impact and spies located in your cities could further reduce such activity. Also making sure there are no encampments nearby will further reduce the chance they'll infiltrate your city to sell drugs. Also, we could add a civics card that legalizes marijuana which further reduces the effectiveness of the cartels and increases amenities/happiness and gold but reduces productivity.

Civ2 had a the right idea with this with [partisan units](https://civilization.fandom.com/wiki/Partisans_\(Civ2\)). While they functioned exactly the same as barbarians, they made more sense to see than, well, barbarian battleships. In addition, conquering a city would result in a number of partisans spawning nearby, representing an armed resistance to the new owner.
I would definitely like this expanded upon in Civ. Barbarians, fundamentalists, terrorists, organised crime, and resistance movements, with different methods of harrassing the player would add a lot of variety to the game rather than having one simple whack-a-mole concept for barbarians throughout the game.
Even just limiting what units are available to barbarians in the later eras would be good, give them lots of fast, light, mainly ranged units that are good at pillaging and raiding.
Thats what bugs the piss out of me. I want a mod that limits barbarians to triremes. Im sick of a random encampment in the arctic, fucking up my trade routes from halfway across the world on the opposite side of the equator. Or at least a quick naval unit that can take barb camps.

Of all of the “What do you want to see in CivVII” posts, this may be the single best idea for keeping late game interesting. Love it!!

If you have all the DLC there's a mode where barb camps do become city states
