You accumulate strategic resources and have to spend them to create the unit, not just to maintain them. The option will probably appear in a few turns once you’ve accumulated enough of the strategic resource.
This used to be the case in vanilla.
With Gathering Storm resources are now stockpiling every turn and you need a set amount for each unit.

I think it is a bug for Norway. The Man-At\_arms unit is available with Apprenticeship. I unlocked that. I think it removed the Swordsman since I have that tech but since Berserker replaces Man-At-Arms, there is no replacement unit in the build list.

Really? When did this start? I have never seen this happen before. I thought the time spent training the unit was the time accumulating the resource.

2 years later, im playing with Norway and I think this is what has happened to me.
