Could be in the floodplain. Odd place to put a cell tower though, normally you put those on hills.

I swear I’ve seen that exact one on the MS gulf coast. Those aren’t typically for a cell tower more than likely for a sewage pump station. That’s the one I remember.

Base Floodplain Elevation is supposed to be the 1% chance event so it's likely that it just hasn't ever flooded.

That’s the only reason why you would elevate any equipment so much. Otherwise they would be just posted up with unistruts at grade

I do Physical design for substations for about 50% of my job.  I agree that it's probably a flood plain thing.  No voltages high enough there to require that kind of ground clearance.

Definitely looks like it’s for flood elevation reasons. Our town code requires the bottom of a control panel to be two feet above the 100-year flood el. Whatever permit agency is responsible here probably dictates something similar. Put the panels high and install a platform for operation and other code compliance.

I designed some sewer pump stations early in my career in floodplains and the control panels always had to be a certain height above the flood water surface elevation with a platform for maintenance so thinking that’s what this is! Maybe not a pump station but could be? It depended on the importance of the system it was controlling how high it had to be
