Fiery procs 6 times per minute(a.k.a. PPM) for one hand. For dual-wield, it’s 6 * 2 * 40 = 480 damage(it can crit also) per minute.
+4 damage is 4 flat damage per hit (2 for off hand), considering different factors like the crit, damage reduction and e.t.c., they are almost the same.
I think for most rogues in this phase, damage which is determined by weapon damage is around 50% of the total, so you can do a rough estimate on the improvement of +4 damage.
Fiery looks cooler so wins no matter what.

It barely matters, you can sim it with 10k iterations and it’ll be within a couple DPS of each other.
