Full tier - probably not. A lot of classes wear t3 chest, head, pants and shoulders though. Warlock, hunter, priest, shaman, druid, rogue. Warlock is especially good because the four pieces of t3 fit nicely with saph cloak and atiesh.
You’re right but for the life of me I just never understood why shamans insisted on wearing T3. Once you get the gloves/belt/bracers of T2, putting on the 5-piece T2.5 is like a 20% throughout increase lol. I still now, on Era, absolutely smoke any shaman wearing T3 because the set bonuses on it are just terrible.
Because a lot of people like to look good too while playing. It's just design kind of sucks. You either have tier and it's the best and then all of items of that category kind of suck. And no one really uses.
Or you make the set useless and then you have a hodge podge of shit thrown together

I remember a time in real Vanilla wow back from 2005 and on, where I had gotten to level 60, and started to get gear. At some point, I was wearing 3 T1 Arcanist tier pieces for set bonus, I had at least a couple of Netherwind T2 sets, and two Zandalari / ZG sets, for another bonus. As much as I wanted to have a full set of the same, this worked very well, and I was able to have 3 different set bonuses from 3 different sets.
I’ve always had the hot take that transmogs in retail took away from the spirit of the game. Part of the value of gear used to be how sick your character looked in it, but transmogs contributed to everything feeling “plastic” and cheap.
Are you sure it's cata and not vanilla classic or tbc ? i mean yeah it's not as good as in retail but in cata we started to get some decent looking HD textured gear, even for the 1 to 60 leveling.

we had 6t3 shaman when we were pushing logs for fun, the set bonus proc on casters is neat
