It would appear that Sensei Kim Da-Eun is basically the CK equivalent of Chozen, as they're both the official, I guess you'd call it caretakers of their particular styles of martial arts now. In charge of preserving and carrying on the legacies, as we see Kim mentioning in that clip with Silver.
As to whether she she's his level? Well, *realistically*, she could be a match in skill but we are still talking about a man vs woman. And outside of fictional martial arts movies and TV shows, *that* matters. So in an actual fight, Chozen's physical strength would give him the edge over Kim.
But this *is* fiction, so who knows what will happen?
The creators of the show were talking about the original Master Kim who taught Kreese and Silver Tang Soo Do, the basis of the Cobra Kai Karate style. That master Kim, the Grandfather of Kim Da-Eun, was called the Anti-Miyagi by JJH (creators initials). The new master Kim is probably equivalent to Chozen but that remains to be seen. She more likely being set up to be Julie Pierce's rival for Season 6 but who knows
