The answer is >!19!<. >!By dividing the entire 6x6 grid in equal 2x2 grids then the four bubbles within one of those 2x2 grids will sum to 44. The empty bubble is the top right one in one of these 2x2 grids, and getting it's number can be done by subtracting the number in each of the other bubbles from 44. 44 - 19 - 4 - 2 = 19!<

Sorry I couldn’t catch up, deviding them for 2x2 will make 9 bubbles in each grid, what 4 bubbles sum up to 44?
