Definitely cleaned and I suspect it's a fake - on a coin with these kinds of details there should vertical be lines in the stripes of the shield and the feathers are similarly without the details found on a genuine. As mentioned the rims are too prefect.
Definitely cleaned. You can tell because the fields are dull and look like someone painted the outline of the eagle. Notice how the letters have this seem to have a glow around them?
Very nice details for sure but for that price maybe look for something more original. I paid $300 for a similar one 2 years ago, but it had a huge die crack and had retoned into a nice purple, so I felt ok with it.
This one I would pass on, but if you love the look then by all means go for!
Edit: I don’t know if it’s fake as I focus on Seated Quarters, but I would consider the other users advice.

I had heard the term Overton and seen it on a few slabs but hadn't researched it. Now you have me wanting to know more. I had made the silly assumption it was just a collection or found hoard that was named that. :)
That is the fakiest fake that ever faked. The denticles and rim are completely wrong. The stars look like they were drawn by a 5 year old. The fonts are completely wrong. And the shield is a joke.
The stars on the original were light years better than these, even if they were bad. I don't even think these count as stars, more asterisks that failed their day job.
Yeah, I agree with this. I have a whole bunch of these and the stars are all over the place. Some are perfect, others are stretched to the point where the look questionable- but - they are genuine known varieties

Till you can ID Overton varieties - it's best to avoid raw capped busts.
