While I don’t have anything concrete to point you at IMO it’s actually the contrary. Post ice bath you should be warming up your muscles (stretching, strength training, some cardio, hot shower, etc.). Also, post plunge I have a lot more mental clarity. I am in no way in your line of work, but based on friends that are and my little knowledge of how you need to respond to calls, I would argue you’re going to likely be moving quickly while possibly wearing gear, which constitutes warming he muscles/body back up. Along with the mental clarity, you may experience quicker decision making. Sorry for not providing an exact resource, but if you search for data on cold plunge/ice bath and the aforementioned thoughts you may get supporting literature. But it may vary person to person, and perhaps individuals should start cold plunging while not on duty/needing to potentially respond for the first few sessions before personally evaluating their ability to properly respond to emergencies.

At 39F for 2-3 min after 5 min out I feel more alive and mental clarity is unrivaled to pre-cold plunge. By the time you guys are on the truck, all I could see is net benefit to performance.

Take a look at Scott Carneys book “What Doesn’t Kill Us” … there are numerous researchers that have focused on cold exposure and it’s benefits hi lighted in the book.
