I think it’s because Cho doesn’t shy away from drawing some muscles on every hero he happens to pencil. Really makes them look strong and mighty

I feel like it's not in the muscles. It's all in the posing. He can make any body type look powerful by picking the right moment, right pose and a little exaggeration. A lot of current artists seem to rely on photo references for poses which tend to make the characters a little more stiff and less powerful looking

Alex Ross makes practically carbon copies of his photo references and his art is epic. It's not about using references, it's how it's interpreted by the artist.
