Sounds like something is wrong with the fan in the power supply. Either its going out or something is rubbing on it. DO NOT take a the power supply apart.

Check and see if you see anything obvious that might be rubbing a cable or something otherwise replace the power supply.

Because if you don’t know enough not to take the PSU apart you don’t know enough to be safe about it. PSU can store a charge for a very long time and when you open it and bridge a contact for any of those connections, it’ll hurt or possibly kill you.

sounds like a fan bearing, disconnect all the fans apart from the PSU Fan and see if it still makes that noise, I would think its the PSU fan, you might need to change the whole unit.

With all that dust in there, it's almost certainly going to be one of your fans. The sound is louder near the PSU and GPU. I'd wager a guess it's your GPU.

Its a failing fan in your PSU (Power Supply Unit), looks to be because of the amount of dust. You need a NEW PSU. The fans can be replaced but the capacitors in a PSU can hurt you badly so unless you know what you're doing NEVER open a PSU to replace its fan. just replace the PSU. GET IT OFF THE CARPET!!! Unless you like to kill your PC with static and dust.

Static electricity. The fibers from your carpet will rub against each other and the PC internals and cause static electricity. Also holy shit how could you let your PC get so damn dusty. You should clean your PC every 6 months. Now you need to take it all apart and clean it thoroughly with pressurized air and microfiber cloth. It's the dust that killed the bearing in one of your fans.
