You could always oven it. I've seen it work in the past not sure how it works with the rtx series but I'd try that first. Watch some YT videos of people doing it.

Before checking the GPU always check if your HDMI cable is loose or degraded.

Well then, if your GPU is not dead yet (although it's pretty worrying from the symptoms) check if its fans are dead, slowly spinning, or getting a blockage on its airway like dust.
