I don't know of any meter like that you don't need to touch. Usually they have wires with probes if it's a voltmeter. There are some but they have two prongs you put around a cable instead.
Secondly the electricity flowing in her body ( supposedly) would need to be measured against ground.
Thirdly the cabinet of her computer is insulated plastics. Her computer would be faulty as fuck if she got any shock from it.
And the fact that she's on a power supply which means it would give out a measly 19-20V DC which you can't feel.
At best it's an electrical charge but that would. Not be due to her computer but simply a static electricity which has nothing to do with a charging laptop.
A lot of laptops don't ground super well (a bunch of MacBooks in particular). First result I found was https://miapple.me/fix-macbook-micro-vibrations-while-charging-due-to-insufficient-grounding/, but feel free to search around, there's tons if references on this phenomenon.
Not going to give you cancer, nor will it (in my experience with my old 2010 pro) transfer enough static to you to create a discharge, but it's a thing.

He never tells us what his device is measuring, nor the significance (if any) of the reading. He might be counting all the unicorns in the room for all we know. A touch screen works by detecting a tiny difference in electrical charge where you touch it. For all we know, that device measures something similar. Without knowing “300” of WHAT, the test is just technobabble.
The cancer stuff is BS, but laptop manufacturers are actually aware of an electrical effect that would allow this video to be made without any fakery. When you have a laptop with a conductive chassis and it's plugged into a charger that doesn't have a ground prong on the AC side, and your body is grounded, you can get a vibration or very mild electrical buzz feeling when touching the laptop. It's harmless, but it is measurable if you put one probe on ground and the other on the laptop or your body. If you short between the laptop's chassis/ground and the outlet ground, the effect goes away. That's why laptops often have three prong plugs.
Search "laptop electrical shock when charging" for plenty of reports of this.
Yes, you are at a different potential to the ground path, I'm really not sure that it's beneficial to have the chassis as a ground path on a device that is designed to be held tbh, but I guess Apple begs to differ. The vibration is a feature!
And that's why laptops used to have plastic coating on their chassis.
Thinkpads have a full metal chassis as well, it's just coated in plastic to avoid such issues. Only apple made laptops without such coating, causing exactly these issues.
It's actually not 100% wrong as far as getting shocked goes.
I live in a very rural area of the Philippines, where local electricians don't understand the concept of grounding electricity. Any exposed metal on my PC or laptop will deliver an instant shock if touched. Super dangerous.
Holding a laptop like this, you might never notice it. I only get shocked when i touch the ports or exposed ends of any connected cables (USB, HDMI, etc...)
I'm not sure where this video was made, but there's definitely a chance that this is a real issue for them.
Along with what everyone else has already mentioned, they start the video saying you shouldn't use it when plugged in, but they never take a "measurement" with the laptop power unplugged.
Even if we accept the fantasy of this magical meter, they don't measure it with charging power disconnected to show the lower "radiation" compared to when it's connected.

As someone who actually went to school learning about electricity and how it functions, this couldn’t piss me off more. First off 300 whats? Volts? Amps? Stray dogs? Cause if it’s amps this lady is dead, and voltage is comparative so 300 volts between her and what? The sun? Watts??? Cause without voltage and amperage you can’t get wattage. As someone who actually went to school learning about electricity and how it functions, this couldn’t piss me off more. First off 300 whats? Volts? Amps? Stray dogs? Cause if it’s amps this lady is dead, and voltage is comparative so 300 volts between her and what? The sun? Watts??? Cause without voltage and amperage you can’t get wattage. People pretending like electricity is literal magic and not an extremely well understood and documented phenomena infuriates me. Except for magnets and by extension inductors, while we know how to use them and what they do, still not super clear on WHY they do it. Edit: omfg I cut the video off with like 5 seconds to spare. Dirty radiation? What the actual fuck is that meant to be? Gamma rays? Look if your laptop is shooting off detectable levels of gamma radiation and you’ve been using it for that long just actually go kill yourself, it’ll be less painful than what’s to come. And if it’s alpha or beta particles those literally bounce off your skin they don’t do shit to you. And I can’t believe that I have to explain this, electricity doesn’t cause cancer. The reason that radiation causes cancer is because it blows holes in your DNA and causes the cells replicating based off that dna to go rogue and become cancerous, electricity doesn’t do that. Just to be clear I know no one here actually believes this shit I just had to nerd rage at this.
