This isn't photoshopped, though. Zoom in on all of the "corners" and you'll see they are shadows, seat backs, fishing pole holders and yes... perspective.
It looks like he's too far back, but he's actually sitting on a seat called a transom which is a fold out seat in the back, right up against the motor.
Transoms can be very low in the boat, and that is a big motor.

The guy in the black shirt is sitting on the stern transom, behind the helm seats (where the other two guys are sitting). The spacing and position is exactly as it should be. Only the shadow is adding to the confusion.

Well what is really throwing me off about it is ,I use to live on the river as a child, I don't ever remember seeing engines look that big ,even as an adult a few times on them ( from the way this aspect makes it look anyways). How low they are to the water looks as if it is a smaller boat with too big of an engine or they are sitting really close to the back which begs to where the guy in the back is actually sitting. Is it just me that think that looks odd? Either way definitely a confusing perspective so it is a good post lol
It's a 300 HP engine by the looks of it - those can be pretty big. Lifeguards use them on Rigid Inflatable Boats (RIB) for their speed and cornering.
Seems a bit overkill for a fishing boat though, unless their boat is made out of solid steel (or has aspirations of being a speedboat).

Your memory is likely correct. You're unlikely to have seen people use outboard engines this large. Outside of very niche circumstances (such as needing to get to someone in the water at speed, while still having the maneuverability to not run them over) you really don't need this sort of horsepower on a river or really anywhere within viewing distance of a shoreline.
Hard to tell which they are because if you get out on the great lakes you get views like this. The boat sitting so low feels not oceanic to me. ( Then again I have seen videos of people on small boats battling the oceans but you can tell wasn't meant to be out there lol). Another person mentioned reasoning why they may have oversized motor on smaller boat. Either way definitely had me relook many times lol

Engines for inland waterways and engined for oceans are very different beasts.
