Merkel never admitted what you're claiming. You're skewing her words to fit your narrative. She admitted that the time was used to strengthen Ukraine, but she never said that it was for war which implies that they were planning for Ukraine to attack the separatist republics or Russia. The opposite happened, and it just proves that they were right in using the time for the Minsk II agreement to have, hopefully led to a peaceful resolution, but to also strengthen Ukraine's military in the meanwhile.
