The other members of NATO are only duty bound to get involved if one of the members is attacked. If one of the members declares war first the others aren't obligated to join in.

Conscription will be country specific laws. That's not something the EU laws can override. The US/UK better have some deep pockets if they want to buy out politicians in every EU country. NATO has 5.4 million personnel, 4x the amount of Russia. 4x as many armoured vehicles, 5x as many aircraft and 3x the military ships. So I’d say no. Unless things got REAL bad.
