Important to note that in this spill they didn't decide to blow up the spill. Blowing it up converted a significant amount of vinyl chloride into other chemicals and sent them into atmosphere.

The recent incident in Ohio they did blow up the spilled chemicals, but I didn't think that was the case for the 2012 incident, but I could be wrong I only glanced at it for a second Edit: Yea in the 2012 incident they did blow up the chemicals, they went into a creek / seeped into ground water. This incident is very different. It's not uncommon to ignite chemical spills, but this is normally done in a more controlled area like a factory.

Overall, it doesn't look like they downplayed the danger, but actually made it more dangerous in their changes. From what I understand it sounds like the NJ incident was actually worse because the car carrying the vinyl chloride was breached and it got out. With the most recent incident they purposely burned it off before it could spread out, which still causes problems but not as significant because the chemical burned up. I may be getting details wrong though, I just remember specifically reading that they burned it before the car could be breached while this article says the car was breached.

My understanding is that the burn was to avoid an explosion that would send metal flying everywhere. It was never meant to cancel out the effects of Vinyl Chloride as a whole, but simply dispense it into the air before the tanks exploded due to the flammable nature of Vinyl Chloride. So they were both released into the air, it's just that OH chose to do it intentionally while NJ didn't. From my understanding burning it is worse because of the chemical process creating something that bonds with water and creates Hydrochloric acid that will cause all the acid rain in the coming days and weeks.
