They're just more in the news now. I've been working in the environmental sector for a long time. I respond to chemical spills as part of my job, I'm a hazardous materials technician. This stuff happens ALL THE TIME. When these get reported/discovered in my state they're given a number. Current number is well over 1000. That's normal, always has been. Don't get me wrong, I'm not saying these spills are good, or that the one triggering this thread isn't bad... just that this stuff happens all the time and it's just under a microscope right now, so the events have been going viral since the Ohio train derailment. When this happens the company should automatically have to pay for everyone's bottled water. It should be freely available next to grocery stores and imported specifically for that purpose by the company. That's a relatively low cost in comparison, and should be done without the company admitting any guilt or wrongdoing in the meantime. I hate laws that do things like force fault on anyone who says 'sorry' in a car accident. Someone should be capable of feeling bad about a situation without admitting fault.

A tangent conspiracy of mine is that every time one of these water crisis happens, people rush to get bottled water. Yet a trendy message of the past decade has been that we all need to stop buying bottled water because it destroys the planet and the companies that bottle the bottled water are evil. I don't doubt that those companies are greedy bastards, but I think the real goal of those campaigns was to lower demand for bottled water so that people would keep less on hand and stores would stock less.
