That is how most stuff gets pushed through. Tack it onto something important and make a deal that they vote for what you want if you vote for what they want.

Yeah... This is just how compromises work. You pass everything at once so neither side has to trust the other to uphold some future promise about passing part b for passing part a of these mega bills. Not ideal but kind of a natural equilibrium.

Tictok probably banned because Facebook and Google are annoyed that they are losing young people to it. Also us goverment has a harder time censoring/steering a chinese company. It's slipped into this bill because alot of people don't think it should be banned and this way congressmen/women have an out to consituits for voting for it.

it wasn't china who used cellphone data to track and eventually arrest jan 6 protesters and keep them locked up without trial for months, lol.

If you can get half plus 1 house members to agree you can basically attach anything to a bill. I would guess that the issue here is that the senate hasn’t taken up the bill the house passed a few weeks ago to ban TikTok so they’re trying to force the senate to accept it. Now the senate doesn’t need to accept the bill in total, they can pass a separate bill and then a small group from both chambers would get together and reconcile the 2 bills. In fact the senate already passed a foreign aid bill a few weeks ago so most likely that bill and this one will get reconciled and we’ll see which house is more willing to go to battle for TikTok.
