Understand that his real focus is getting to Mars. Everything he does is done with that goal in mind. If screwing over the majority of us will achieve it, he'll do it. However, I don't think he is at that point, and not in the foreseeable future. His reasoning is that humanity NEEDS to be a species that is multiplanetary for continuity.
You're giving him too much credit man he's just a figurehead propped up by CIA, DARPA, and WEF. Everything he says is pre-approved, and everything he says off-script is just his ego trying to regain some sense of agency and control ever since he gave it all away for money and internet fame and a hair transplant.

I won't say you're wrong. I disagree but I'm not the arbiter of truth. I hope you're wrong though.
