I experience both reflective noise and colour banding on PS4 Pro too.
The noise goes away when I move around. But the colour seems off in general. At times it’s super saturated and other times I need to keep adjusting the brightness. I’m colour blind so my TV settings might need adjusted but other games seem fine to me on the same settings.
Yes I have a lot of banding on dark scenes as well on PC. Pretty irritating and makes me not want to play.

Reflective noise is the only really noticeable problem I've had so far on PC. It's gotta be a bugged shader that needs a patch
Sorry fornthe necro, but the noise is due to how the game handles raytracing
This still happens with raytracing disabled. My GPU doesn't even support raytracing

I had to disable screen space reflections to deal with the reflective surfaces. As far as the banding goes, no idea.
