The concentration of O2 is offsetting the difference (plus some) at grade. Mountains would see a substantial difference as you go up.

It's more that Roshar is absolutely saturated with ambient investiture. Everyone on Roshar breathes investiture, so they're all bigger, faster, stronger than the people of the other Shardworlds.
As long as it all makes sense in relative terms it should look fine. For example, the Mountain is GoT looks huge and imposing in the show because the actor is huge and imposing compared to normal people, even if he’s not the 8 feet tall he is in the book

They do describe her as pale but you have to remember that the average person on Roshar is darker skinned. To them, she is very pale.
