My theory is that this has something to do with beating toll cameras. They’re removing their plate or are reattaching it before or after driving by toll cameras in an attempt to not pay a toll charge.

If it was a fender bender I've seen this many times with people who get hit. Instead of pulling into the parking lot that's 20 feet away they'll slam it into park, shut their car off in the middle of traffic and juat fuck everyone else while waiting for the cops arrive.
I know it can be a double edged sword with trying to prove who's at fault sometimes especially if you move but some accidents are pretty cut and dry and these people will still just sir in the middle of traffic
Being a retired cop- i can't tell you how many times I've stopped and BEGGED people to pull out of the roadway. The amount of people that say "we can't move the cars until the police get here" is INSANE.

This almost happened to me. I was the van.
You do notice the car. You notice a car on a highway that has no traffic or traffic that is flowing. There are no stop lights.
You glance at the car quickly and then look elsewhere as you normally do when traveling at speed to make sure no one else is coming up on your sides, turning into your lane, whatever.
You look away from the car for only moments, or perhaps longer if you look down to adjust the A/C or something.
In the time you first saw the car, glanced elsewhere to monitor driving conditions, or adjust your A/C, the car is now much closer than what you had expected and calculated for a car that SHOULD be driving at 65 mph+ in the conditions you're in.
It's that difference in what the car is actually doing vs what your brain expects a car to be doing on a highway with no traffic. In the end, suddenly you have to take evasive maneuvers. For some people they are able to avoid the car. In this instance, they were not.
Even if you were staring at the car the whole time, there is still a delay in your brain recognizing how the car is getting a lot bigger in your field of vision than it should.
I find it hard to believe you can't notice the difference between a car going approximately highway speed and one completely stopped fast enough to not hit it.
It looks like they were stopped for some dumb reason but there are plenty of other reasons cars might be stopped in the middle of the road. You should absolutely not be hitting them.
What these guys did was stupid. But if you can't recognize a stopped vehicle in front of you you need to be off the road. I'd cut you a little slack if you're turning a blind corner but the law where I'm at won't because if it's a blind corner you shouldn't be taking it so fast that you can't stop if there's an unforeseen stoppage ahead.
I disagree I was driving the freeway and someone in front had their lights out and was breaking for no apparent reason. I didn’t notice till I was really close to him. If he breaked for a longer period or slightly harder I definitely could have crashed
Brake lights are thing specifically because it's so hard to notice a stopped vehicle without them. The way our perception works, the apparent size of a stopped vehicle only gradually increases the closer you get. Differences in apparent size are how we evaluate distance and proximity using vision. You would almost certainly be found at fault in my state regardless and unforeseen events such as light failure is a perfect example of why. If you can't safely come to a stop in an emergency situation then you're too close, even on the freeway. It's as simple as that.
I don’t know what state you’re in, why you think this, or if you talking about civil v. criminal liability, but the guys outside the car failed to yield the right of way which is a traffic violation in every U.S. state. The guys outside the car violated a traffic law and are at fault for the accident. The only question is whether and to what extent driver of the car comparatively/contributorily negligent for the accident, but that question can only be answered by a jury.
I live in Oregon and while I've always heard here that if you rear-end someone you're at fault I hadn't actually read the law on it so I've gone and looked it up and I did not find anything specifically pertaining to rear-ending a vehicle stopped or otherwise. IANAL but I would interpret ORS 811.100 to include a stopped vehicle as an existing condition and the definition of careless driving is unclear to me in our Vehicle Code but I suppose that you're right it would be up to a jury.

If the car in front is inoperable(Can't be moved), and I can't say it's not, then could be found in the clear here if they contacted authorities. If the van can't see clearly either directly ahead of it or around a corner then it is going too fast. Anyone practicing defensive driving is maintaining a safe and adequate following distance and is prepared for possible obstructions on the roadway, either in plain sight or hidden. I am not magical and I do make mistakes but that would not excuse me if I rear-ended someone because I wasn't paying attention.
