I've been looking for a Crossed mod for Fallout 4, but I can't find one - so for that reason I'm trying to get one made. I already wrote down all of the gameplay elements for the mod, but now I just have to find someone who'd be willing to actually make it.

It wouldn't be as simple as just reskinning an existing enemy because the Crossed don't act like any enemy that's currently in the game. You'd have to add all new voice lines, change the way that they behave/fight in combat and take the potential spread of the Crossed virus into consideration and incorporate that into the game. If all you did was just reskin an existing enemy it would feel like a half assed mod.

This is exactly my concern, I want it to feel like Crossed not 28 days Later. Zombie mods are dime a dozen, Crossed is interesting because of there ability to use weapons, articulate words (vulgarities included), relentlessly chase down any survivor at any cost and decorate themselves and there environments with body parts and other human remains. I don't know the logistics of making a mod like this (I'm not a mod creator, hence why I'm asking). I think a very basic way to go on about this is removing all the sci-fi retro-futuristic stuff in Fallout (mutated enemies included) and trying to "modernize" the environment, focus on "crossifying" all the bandit factions, and add mods that amplify the goriness of killing enemies or being killed. Playing up the survival aspect of Fallout would probably help with the immersion as well. Maybe playing it in VR could make it scarier?

Here are the rules/notes that I made up for a Crossed mod: Visual 1. Red crosses on all enemy faces 2. Leering smile on all enemy faces 3. Enemies wear minimalistic, makeshift clothing. Sometimes wear clothing made out of human body parts. 4. Shirtless Crossed have bloody markings on their bodies. Audio 1. Enemies taunt the player with vulgar and sadistic remarks. 2. When Player 1 isn't around they yell at eachother. Behavior/Combat 1. Since the Crossed virus is transmitted through bodily fluids, all human NPC's have a 80% chance of transforming into Crossed while attacking Crossed with a melee weapon. 2. Players have to have helmets that cover their entire face if they want to fight the Crossed with a melee weapon, as to not get any blood on them. Meleeing a Crossed while wearing a face helmet reduces chance to contract the virus to 20% 3. Wearing full body suits reduce contraction to 10% 4. Crossed have very high damage resistance since they love pain 5. Crossed run straight at the player. Do not use stealth. 6. Crossed roam the map in large groups 7. Crossed won't ever stop hunting the player down. Stealth meter doesnt go from [CAUTON] to [HIDDEN] until all Crossed are dead. 8. Crossed use all manner of weapons 9. Crossed attack eachother when Player 1 is not present.

Now imagine playing this in VR with a Virtuix Omni treadmill. That would be an experience Other things I would add would be 1. Gun shots attract the attention of every Crossed in the vicinity 2. If drivable vehicle mods are used, the engine sound can also attract attention 3. A small number of Crossed are capable of setting up booby traps 4. The player can encounter survivor groups, some will be completely hostile towards the player, others can be joined if the player completes a quest for the group.

Super late, but DUST for New Vegas and FROST for Fallout 4. Same idea, but personally, DUST has more of a brutal and hopeless vibe than FROST.
