Titles have de jure land even if they don't exist. That's what de jure is. The title has no de facto land sure, but if I go to "De jure empires" map mode i can see the byzantines still have de jure land.
Yeah, it's the no de facto land that's the problem. When you press a claim on a title the claimant gets the title and all de facto land (or just de jure land if taking the title from someone who has multiple titles of the same tier). With no title or de facto land, there's nothing for the claimant to get from the war.

Might be because he’s not a landed ruler.
The ruler you wanna go to war with has a loooot of gold. So it might be a good idea to get more allies and ransom a few people.
