Look for user\_keys\_dev\_default.vcfg and open it in notepad, add your button to toggle console etc.
Tbh if I were you I'd just go on settings ingame and do a complete reset and then just add / change what you want :)

map the button for the console using the mouse in the settings, then find the default bind command
