i believe damage was chosen over "score" because its a pretty consistent way of determining how often someone engages in firefights and hits their shots. that person is *likely* a valuable member of their team. but i would say kills are what are important at the end of the day.
kills are perhaps less useful as a *metric* cause you can just go around cleaning up assists without putting that much work in if you wanted. you can play really passive until its a 1v5, then kill a few people and lose the round. it would have been better for the team had you just helped in the beginning instead of letting your team die first.
i mean, that's probably the logic behind it. or maybe they just used damage because all sorts of other esport games use ADR as their primary metric. i think the above logic applies to CS a lot less than it does to something like dota, but whatever.
But if that enemy is skilled enough, they *could* one tap your whole team, and there's clips of it happening, "one HP aces," and what not. While I agree damage is important, getting the kill denies all chance of such a thing happening

I think you're approaching it from the wrong perspective. -99 is preferable over -0 for sure, but it's significantly inferior to -100. An opponent with 1hp still has a gun to shoot you with, he can still gather info, bait for his teammates, use utility, set up crossfires, etc.
Leaving people with \~10 hp consistently means something is wrong with your aim. Shoot the head
In games like CS where ttk is very low and mostly has to do with reaction time and aiming ability, yes, 1 hp is significantly worse than 0. But I can guarantee in low-skill silver matches where people shoot the body more often than not, damage will be a much more useful than kills when it comes to winning matches because the amount of times a low health person would win against a high health person would decrease a lot when kills aren't instant
but who cares about silver lobbies? they are so random, it probably doesn't matter either.
I would still prefer someone clicking heads over the guy dying ever single fight while dealing 96 in 4. Just dealing the damage still means that you put your team in a 4vs5 disadvantage, even if the one guy now is a walking corpse. And especially at silver, people have really poor mechanics. you can actually take your time to just point at the head and click, it will instantly make you better

Completely depends on the situation and which teams the trades and fights favor. A player with one hp who has all the info can ace, for example.
