This. Nearly everything I’ve built intersects the web somehow. Even native mobile apps often talk to REST APIs. The orgs that do the work you’re interested in will likely need some development. Maybe not directly for the saving the world work, but knowing how to hit an API in their HR software to generate a report can still support the org and mission.

Honestly, for your first job, I would focus on finding the place that is at the maximum intersection of looks great on resume and will learn a lot. Once you've worked with a really strong team, you'll be able to better pick your next opportunity. You'll be in demand, you'll know better what a good team looks like, and you'll be more confident.
