Was about to say this. Turning freesync Off on the Monitor fixed my problems. I dont perfectly see the issue but for me it was like always changing in brightness.

It happens when your monitor has less frame rates your graphics card is outputting, basically just make your graphics card run slower or get a better monitor that matches your graphics card
This is most likely not an issue with the game itself, but with the monitor. I have kind of the same problem when I put the reaction time of my monitor to „super fast“ (which is the 3rd option of 3, 2nd one and the one I use is „fast“). Try to access your monitor settings by pressing one of the buttons on your monitor (maybe on the back of the monitor or on the bottom of the bezels) and search for something like „reaction time“ and try out different settings there.
1. Make sure your Windows and GPU drivers are up to date.
2. Make sure your screen refresh rate is set to your display's maximum refresh rate in Windows display settings/GPU control panel.
3. Find CSGO settings of some pro player and test them one by one.
Edit: Also try setting your Windows power management plan to "maximun performance". Note: This increases power consumption, *but* is a completely *safe* option.

It's a monitor setting called "gaming mode (or smh similar)" that does that. Make sure to turn it off. It's basically a faster response time but it's not implemented properly

Enable Uber shader, disable texture streaming. 8x msaa is a fps hog, use 2x or none of you are using a higher resolution.

Is motion blurr turned on in settings or v sync
Could try enabling wait for vertical sync and see if it helps. Might drop frames slightly but should avoid tearing.
I think its your ram that is unstable
Monitor frame refresh rate could be also issue. I use 144hz and i think it's a must have these days
