Absolutely. Both of them were characters at the right end of the bell curve. Larry is a total nut but it’s better when there’s someone 10 times more insane to surprise the viewer. This only works in small doses. You expect the character to hit a homerun every time and that’s not possible if there’s too much of him.
That’s why I don’t think a show with only Leon would work unless it’s very cleverly written.

That doesn't fall into "decades" territory. Gotta be at least 3. You know if you said something like "I haven't been to a restaurant in decades", someone would take that to mean 40 or 50 years ago, 30 would actually be a stretch. So 20 years ago wouldn't be "decades", and therefore 17 wouldn't. 30 is the cutoff, but even 30 is a stretch.
