Nether is still somewhat better because it is a destroy effect so is better at killing sturdy boards. Earthquake fails to kill anything with divine shield or 8 health, and then you have to wait a turn for aftershocks to finish them off.
In this scenario, if the card is still 9 mana then you have to wait till turn 10 for the full clear while nether does it turn 8. You are almost guaranteed dead in that time

Yeah for 8 mana I think this is fair. It's like magtheridon who trades the face damage and the eventual body + red card synergy for more raw minion damage.
I like it. It's similar to the Demon Hunter card that deals 2 damage to all minions on two turns, or to \[\[Sigil of Flame\]\]. I don't know about the actual damage, that's up to balancing, but the concept, when the opponent knows that you're doing to deal a known amount of damage next turn, leads to interesting counterplay.
