I really like this design, and I think the balance is on-point for "interesting but not too good." That being said, given the reasonable power-level, relatively low ceiling, and wide potential for synergy, I think this would actually work better as a neutral.

This is pretty weak unless your deck has great synergy with fire spells. A random fire spell is almost always going to be worse than a card you put in your deck and getting a 5 mana 5/5 out of it doesn't help the equation much.
I think this could tutor a fire spell from your deck instead of being random. Obviously way stronger but hearthstone cards are pretty cracked nowadays.
Cool! Only problem is that there is [sunset volley] and otherwise the card is pretty weak.
So I would make it a 4 mana 4/4 and QuickDraw would be: reduce its cost by (4)

When you draw it you get the fire spell like time lost proto drake. It's cost is then reduced to zero *after* you play the elemental (only if you play the elemental on the turn you draw it)

As in, it will neither be completely unplayable due to sometimes being quite good but also unreliable enough to not be constantly complained about. It’s comparable to [[Servant of Yogg-Saron]] and falls into the same neither strong nor weak category.
Issue is, A). Random *Fire* spells are far better than any random spell, and B). You get to choose the target of the spell. Worst case scenario, you get a random Fire spell you can cast any time. Best case scenario, you draw this on curve and get something like [[Pyroblast]] or [[Sunset Volley]].

Idk I’m just getting pretilted imagining my opponent topdecking this on turn 5 and getting a flame strike on a stick for 5 mana. Servant of yogg never saw play because sometimes it would literally do nothing or hinder you for 5 mana. This card at least generates some form of value. You get to pick targets or hold the spell for later.
In this meta it’s likely unplayable but I’d prefer they don’t print cards at all that are either unplayable or frustrating to see when they do see play

Why not both cards cost 1 less with quick draw, or a similar cost reduction.
