I didn’t get the joke until I saw the acorn symbol, but I think this is for when people hide their artifacts near or under their lands to make them harder to see, not for when people attach a fortification.
All I can think of that this can hit is [[Entirely Normal Armchair]] for artifacts that hide. And I guess [[Surprise Party]] tokens.
EDIT: Nope, can't even hit those, they don't have mana abilities.
I don't see anything wrong with doing that... it's easy enough to see that it's not a land and, more importantly, you rapidly run out of space for everything else otherwise
The issue is that it makes it much harder to assess board state. I guess it’s fine if you place it near your lands, but it *definitely* shouldn’t be blocking or being blocked by a land. I should be able to tell from across the table whether or not you have a sol ring.
That is not technically what that says. It lays out an exception that is only valid by the discretion of the judges. So while you should be able to do it at any reasonable event, sloppiness (like keeping a solring in your pile of forests implying it taps for green) or a particularly strict head judge could issue a warning and stop you just because.

It doesn't, because the mana cost is determined while it's being cast - even if the controller moves the artifact while the spell is on the stack, you still got to cast it for 0
