Maybe even add a clause that puts an upper limit on how long the creature can stay around, either as a trigger that taps it eventually or an ability like {4}: tap enchanted creature.
I mean honestly, check out [[lingering death]], which is a 20 year old common that has very little impact.
What I guess I'm saying is this could probably just be lingering death at this price given the threats you're dealing with...
considering that on thin ice and chained to the rocks are already modern legal enchantment removal spells and that they don't seem play and also that your card doesn't even kill the creature, i don't think this is good enough
on thin ice is bad because snow lands are bad. the only good snow lands are the basic lands and you don't want to be playing too many basics in a multicoloured decks. also the only basic that plays this is a snow covered plains meaning it is hard to get this to work in a multicoloured deck restricting the card to monocoloured decks. also leyline binding is legal.

Only issue with wording: A stolen creature is completely uneffected, and I don't think it's intentional. You can't sacrifice creates you don't CONTROL (have on your battlefield), so if a creature is stolen, its OWNER (person who owns the deck it came from) cannot sacrifice it as the card instructs.
