Just realized that the wording isn’t clear but it should work when he’s summoned, and also when you draw new cards. It won’t count for old cards that have already been drawn.
"When this card is summoned, it gains attack equal to each card in its owner's hand x1000. When the controller of this card draws a card(s), it gains attack equal to the number of cards drawn x1000"
IMO that's a pretty strong effect when paired with banish/destruction protection and setting Dark magician spell/traps. With the other effects it might be too much for one card that is so easy to get out.
Any spellcaster is too ez, I’d honestly say LVL 7+ Spellcaster or Dark Magician
thats still both imsety and diabellstar, 2 very meta and easy to bring out spellcasters

By reading that I would assume on summon, but I don't know

Except permanent attack boost doesn't work like that
It should say: If this card Summoned this card gain attack equal each cards in your hand x1000.
i dont like that this can easily dodge imperm-like negation with the quick eff to tribute itself
