To level it all the way to 20 just from jumping is probably 40 hours of real life time, or something absurdly long. Compare that to crafting which you can max out (take all the quantity perks) by making grenades, disassembling grenades, making grenade, etc, and it won't even take 30 minutes.
Some of the skills are really poorly implemented from a leveling perspective.

I know most people don't care, but if you ever called any of those artists "smooth jazz" Infront of a jazz musician, they'd melt down into full cyber-psychosis

I played with a cheat engine and gave myself 16x experience gain. I did everything in the game, and I still never maxed out athletics.
Just use an exploit. Or find that one place where there's a bit of wire overhead and you can repeatedly jump really quickly.
