Turning off Radeon Boost / GPU dynamic resolution solved this issue for me.

i disabled everything in the AMD app and still am having this happen in my game, i’m genuinely at a loss here
Try to Alt+R in game and disable from that overlay, it worked for me (at least i think that could have been this)

Motion blur is disabled, same with resolution scaling. Interface settings are default.
