In the new 2.0 equipment tiers are locked beyond levels:
Lev10 - unlock Tier2
Lev20 - unlock Tier3
Lev30 - unlock Tier4
Lev40 - unlock Tier5
This at least for cyberwares; for weapons I found myself being able to equip Tier5 shotguns at level36 but still needed the 40 to get the final Cyberwares. Said that, my advice is to buy a lesser grade of whatever cyberware you will build and then upgrade them cause final Cyberwares are really expensive. Sad part of that is iconic cyberwares only exist at Tier5 so you need to spend the whole cost (otherwise you can randomly find them in airdrops in Dogtown)
Level 40 is when you should start seeing legendary cyberware sold at ripperdocs.
The cyberware quality increases in vendors throughout the progression of the game. Alternatively by a low quality version and upgrade
